The purpose of this paper is to encourage thinking about neighborhood investments as investment, not as charity or grants. This requires applying the logic and discipline of private sector investing to community building investment that may not have significant, if any financial returns. The goal of community building investment is to execute a strategy that invests in people through place to improve the lives of children and increase their life-chances.
